Sustainable Communities Bill

I support the principles of new clause 6 but could the Minister comment on the applicability of the new clause—and, indeed, the whole Bill—to Wales? Although it states that it is an England and Wales measures, a Library research paper on the Committee stage states:"““The Bill is now intended to apply to English local authority areas only.””" When did the change occurred? Hon. Members who served on the Committee were unaware of that change.
