I thank the Minister for the thoroughness and care of her reply. Having listened to what has been said, I think these amendments have had the purpose of setting the tone for the remainder of the Committee by the depth and seriousness with which the issues have been explored. That is entirely appropriate in view of what is at stake. I agree with the Minister that punishment is at the heart of the sentence that is awarded. That is absolutely right; I have no argument with that. It is right that the punishment includes liberty; that is what is imposed, and then the time is available to do something about it on behalf of society as a whole. The purpose is to execute the sentences of the court. That is what the Probation Service and the Prison Service are all about. There is no argument with that. As I hinted when I made my point, there is a better way to express what it is that the Probation Service is all about, using the words ““executing the sentences of the court””, ““supervising offenders”” and so on, rather than including the word ““punishment””. It is therefore appropriate that I take account of everything that has been said, reconsider what I have suggested in my amendment and withdraw it at this stage while I consider what I might do on Report.
