Opposition Members keep contradicting themselves. One minute they want bigger HIPs; the next minute they want no HIPs at all. [Laughter.] Perhaps some Opposition Members are seeking bigger HIPs. We have always said that we think home condition reports will be very valuable. We have also said that we do not think it practicable to introduce them on a mandatory basis this summer, but because we think that they will be valuable we are conducting trials. We have made amendments to HIPs in response to consultation and the results of trials, and we will continue to work on their implementation with stakeholders across the industry.
