I beg to move."That an humble Address be presented to Her Majesty, praying that the Home Information Pack Regulations 2007 (S.I., 2007, No. 992), dated 23rd March 2007, a copy of which was laid before this House on 29th March, be annulled." The home information pack regulations, which are being brought before the House today, are a test case in how not to legislate. They will do nothing to take the strain out of home buying and add only cost and complexity to the housing market.
