My Lords, I shall come in on the last point made by the noble Lord, Lord Howard of Rising, on what happens if there is a surplus rather than an overspend on the £600 million. It has always been my view that the speed at which people are moving to the digital switchover and the way in which the cost of technology is constantly being driven down mean that there probably will be a surplus. If this money is coming out of the licence fee, there is only one place it can go back to if there is a surplus, and that is to the BBC. It cannot somehow be given out to the taxpayer in any other way. That would beto the benefit of the BBC, as it could then use any surplus to improve its programmes.
