My Lords, I thank the Minister for his comprehensive reply. I must apologise for not declaring an interest in that I am chairmanof the trustees of the Hospital of the Holy and Undivided Trinity of Castle Rising, which is a residence for people who would be able to apply for help. I thank the Minister for telling us about the extra power that will make the set-top aerials work where they might not in other circumstances. I therefore beg leave to withdraw the amendment.
