Statistics and Registration Service Bill

I am grateful to the Ministerfor giving way. I was puzzled by what he just said. Clause 11(1) states: "““The Code of Practice for National Statistics undersection 10 may not deal with any matter relating to the granting of pre-release access to official statistics””." I do not think that that is what the Minister said. I think he said completely the reverse and I shall be grateful for his explanation.
