The Minister said that TfL sought clarification of its powers through the courts. That was what I was pointing to. If there is an issue there—and unlike buses, these Bills do not come along very frequently, or in many groups, as we heard in the Road Transport Act—the Government could, without having to come off the fence regarding the detail of any scheme, ensure through the Bill that TfL had the powers to introduce a scheme and talk to the industry but ensure that a legal backstop was available.
