Greater London Authority Bill

Far be it for me to challenge the Clerks, but I am concerned that a Bill in which the Long Title includes the words, "““to make further provision with respect to the functional bodies””," such as Transport for London, rules out such an issue. It also makes provision for the Greater London Authority and allows for new strategies to be promoted by the Mayor. That does not seem to stack up, so I congratulate the noble Lord on persisting by whatever means he can.
