Does not the hon. Gentleman concede that we could vote against the order today, the panel could be reconvened and the evidence could be tested and examined in detail, and if the panel came back and recommended Manchester, Liberal Democrats or anyone else in the House would no doubt support that panel’s finding? This is not a vote against Manchester.
