Not yet. The Secretary of State needs to clarify matters at the outset of the debate; that is absolutely crucial to the debate. It is crucial, too, I suspect, to the way in which many people will vote at the end of what the Order Paper says is a debate, although she is not encouraging debate, because she did not allow people to intervene on her.
