It was good of the noble Lord, Lord Skelmersdale, to apologise for not letting me know about the amendment, but he need not have bothered because the grapevine here is so brilliant that I heard about it within two seconds of his deciding to put it down. I was therefore well awareof it. I cannot understand why the previous Administration resisted such a sensible suggestion. I strongly support the amendment.
