Digital Switchover (Disclosure of Information) Bill

I thank the Minister. I was not the slightest bit baffled by his statements about how the scheme’s cut-off points and so on will operate, but about how the scheme will come into effect. He has now said that it is under clause 39 of the agreement; that is a different ball game. In that context, as it is an agreement between the BBC and the Secretary of State, we cannot have a debate about the essence of the eligibility and how the scheme will operate. The only opportunities we have to debate details are in this Committee and, no doubt, on Report. That is not fully satisfactory and will be the basis of a number of amendments that we shall deal with this afternoon. I look forward to further discussions with the Minister about the cut-off point for those who move. In the mean time, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
