The noble Lord says that he is baffled. I thought that we had agreed that something must happen at a certain period. We argue that the period is of a certain length; the noble Lord says that that is too restrictive. We must both go away and think about that. I am sorry if I was not clear that the scheme agreement will be made under clause 39 of the BBC agreement. The scheme agreement between the DCMS and the BBC will set out the detailed requirements. The BBC must reflect them in the terms of its agreement with the contractor. The agreement will cover eligibility, customer management requirements and operational requirements for the help scheme and will be published as soon as it is agreed.
