My Amendment No. 10 is grouped with the noble Lord’s amendment, although it is on a slightly different issue; but I agree with much of what the noble Lord has said. My amendment is a probing amendment about the company to be set up either by the BBC or the Secretary of State and the idea that it would hold51 per cent of the shares. Could the Minister be a bit more revealing? Under an earlier amendment, he mentioned the fact that they hoped to have one company rather than a multitude of them, and he intimated that some progress had been made. Can he tell us a little more about that? Will the company be funded by either the BBC or the Secretary of State? Will it be funded by the 49 per cent shareholder or do the Government still think that it will be 51 per cent? The clause says ““at least 51 per cent””. What progress have the Government made? According to the Minister’s earlier answers, this company will be entirely responsible for the whole thing, so we need to know the Government’s thinking on how it will operate and whether they have made any progress in identifying who it will be. I refer the Minister back to a question that I posed earlier when he said that the BBC was necessary in case the company got taken over. The one issue that he did not address is that it is difficult for a company to be taken over if the Government or the BBC own 51 per cent of the shares.
