I should make it clear that, on the specifics, that was made clear when the Bill went through. That is what lay behind my comments. I did not like the regulations in the sense that it they had taken so long to get here, but the issue was made clear when the Bill went through. We need to keep as a separate issue how the Act might be used for further regulations. These regulations were in contemplation when the Act went through.
