Welfare Reform Bill

My Lords, I notice that on this occasion the noble Baroness did not use the word ““overkill””. I agree that the priority should be to build financial inclusion, as I said in introducing the amendment. I accept that the Government are proceeding cautiously on this. I was pleased to hear—I had not heard it before—that 86 per cent of recipients of housing benefit in the pilot areas were operating this successfully. That still leaves another24 per cent and that is the group that I am worried about—
