My Lords, the Minister obviously does not want to come back. I have already tried to beg to press the amendment once and I am going to do so again. This time, I hope it will be for the final time. I wish to test the opinion of the House. On Question, Whether the said amendment (No. 16) shall be agreed to? Their Lordships divided: Contents, 150; Not-Contents, 133.
