I thank the Minister for that reply. She stressed that the reason for using the negative procedure was that the power was limited in its application. I was trying to probe the natureof these limitations. That is why I asked various questions about what sorts of person the power might apply to. I did not detect any limitations in the Minister’s response, so I am left with the impression that this is a very wide power which perhaps ought to be subject to the affirmative process. I do not know how the Delegated Powers and Regulatory Reform Committee reached the conclusion that the power was limited; I cannot see how it is limited. Perhaps the Minister can help me on that.
