Welfare Reform Bill

I shall speak to Government Amendments Nos. 93, 95, 113, 96, 97, 98, 99, 100, 101, 102, 109 and 110 and comment on opposition Amendments Nos. 92 and 38. I start by agreeing with the noble Lord, Lord Skelmersdale that the amendment to make everything affirmative would, indeed, be overkill. I am advised that something in excess of 400 regulations could flow from this Bill and that would mean that we would be spending a very long time together. That would be a joy, but would eat into some of the other things that we had to do.
