I am coming to my conclusion. As a democrat, and as someone who came to this House to hold the Government to account on such matters, I simply wanted to register my sadness, while debating this particular Bill, that Parliament is unable to hold the Government to account on the wider issues. This is the largest civil project that this country has seen for 40 years, and we are unable to debate its detail. That is a matter of regret, but apart from that, I regret nothing.
