The hon. Gentleman makes a valid point, and I am sure that officials will have noted his remarks. As I have said, the practical details are best worked out with the LGA and local authorities, and we will do so. Again, I thank all hon. Members who raised this issue. Although doing so is always invidious, I particularly single out the work done in pursuing it by the hon. Member for Chesterfield. Although this is shown as a Government amendment, it is truly an amendment that has been inspired by many hon. Members from all parts of the House and with the co-operation and collaboration of the many charities and groups that want to ensure that the scheme is just, fair and reaches those who most need it.
