The question is what sort of assistance will be available and who will get it. Disabled people, those who are visually impaired and the very elderly will get assistance, but is it not just a matter of going into a shop and buying a £30 box which will allow the TV to be switched over—the problem is the knowledge of what to do and how to do it. Aerials may need to be replaced, which will increase the cost to the person involved. That is why equity is needed in the Bill.
