I thank the Minister; that was helpful. We will go away and give due consideration to each other’s views but I believe it is unlikely that we will reach agreement on this matter. The noble Lord referred to giving notice to practitioners; I am seeking to ensure that there is adequate protection for patients and that they understand their rights.
