My hon. Friend talks about the centralisation of neighbourhood renewal. The Department funds neighbourhood renewal through local authorities. In neighbourhood renewal funding areas that is a non-ring-fenced grant through the local area agreement. Is he saying that it has been centralised to borough level or to national level?
