Sustainable Communities Bill

Does my hon. Friend the Minister agree that the Bill would add to the draconian powers of the Secretary of State? Under clause 6(1), he has to approve the plans, and therefore he can disagree to them. Also, the hon. Member for Newbury (Mr. Benyon) helpfully pointed out clause 4(3), which states:"““The Secretary of State may by order define the services or types of services which are of primarily national significance for the purposes of subsection 2(c) and shall give reasons””." Does that not give the Secretary of State large powers to exclude or include an array of services, among them, possibly, some that are currently the responsibility of parish councils?
