Clause 3(1)(d) contains the Bill’s only reference to young people—"““residents under 25 years old.””" I should have thought that we wanted to consult people who were under 18 or perhaps even younger to ensure that their views are heard. If we are simply considering people who are 25 and younger, we may end up continuing to exclude the people that my hon. Friend identifies.
