Sustainable Communities Bill

There is provision missing from the Bill for a conciliation service for disputes between not only local authorities and the Secretary of State but between the Secretary of State and Wales. However, even if the measure included such a clause, would not it lead to administrative gridlock and thus fail to deliver the laudable aims that the clause 1(2) outlines? Could not it lead to services grinding to a halt in some places?
