In any tender process, bids are always made against a particular specification of service. What used to happen was that the train company had considerable flexibility around that specification to be able to add services and improve and enhance those services. That is what Thames Trains did and that is why we had a better service from Thames Trains. Now, the Government are much more prescriptive about—
