I accept that although performance was the biggest issue facing the rail industry four or five years ago, the situation has changed and now the biggest issue is capacity. That is why the Government will publish a high-level output specification in July, in which we shall explain exactly the outputs we require from the industry in terms of capacity and other factors, as well as how much money is available to pay for those outputs. That is in addition to the commitments we have received from various franchise operators, including FGW, about additional rolling stock. On infrastructure, I hope that we shall see progress on the Crossrail and Thameslink projects, both of which are vital if we are to improve the capacity of the rail industry.
