Indeed. Perhaps I should quote directly from the Leader of the House’s speech in 1995. He said that the new independent statistics organisation"““should be placed at arm’s length to Ministers on a similar basis to that of the National Audit Office, and should report principally to a powerful Committee of the Commons””." The Leader of the House clearly believed that the proposal was credible and I am sorry that the Financial Secretary disagrees.
