I want to be clear that I understand what the hon. Lady is saying. The Chancellor said in 1994:"““I want the next Labour Government to achieve…an elimination of the massive means testing now imposed upon the elderly””."
Is she trying to make a qualitative distinction between means-testing before the Chancellor and means-testing under him?
