My Lords, I am grateful to the noble Lord for allowing me to clarify the point. What I said was that no guidance is given within the terms of the amendment that would give any clue as to how it should be judged. There are many ways of judging it. Do you judge it by where the effect of the crime is felt or where the evidence is?
