My Lords, I thank the Minister, but I stress the point made by the noble Baroness, Lady Anelay. One of the difficulties with an affirmative order is that if everybody is bunched together it will be very difficult to single out individuals from within that list, other than by a prayer against that order. I do not think that that would be appropriate. At this stage, I will take the Minister’s assurance that the matter will come before the House as part of the affirmative order, and at that stage we will look at the appropriateness of the people to whom the power has been given. In the mean time, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
