I would like to be helpful to the House and to the Minister, which is not something that I normally am. Given that we are a self-regulating House, and certainly for my benefit, it would be easier if all noble Lords spoke before the Minister. It is slightly disjointed and difficult for the Minister and somewhat repetitive if he then has to come back and respond a second time. I am not sure why this did not happen in this case.
