Does my hon. Friend agree that it is important in such circumstances to differentiate the immediate crisis response, which may be properly delegated to any senior Minister, and the follow-up action after the immediate crisis is past? Is not the most important thing that Ministers can do to make it clear and announce publicly when responsibility transfers, if that is necessary, rather than having it wrung out of them in discussions?
