That is not correct. The commissioner will certainly be able to intervene in relation to the local authority, the NHS, or whoever was in charge of commissioning the care for that individual. They will be able to investigate the circumstances surrounding the decision, although they would not be able to gain entry to the care home or hospital to which the hon. Gentleman’s constituent was moved. The Bill will deliver a true champion for older people in Wales who will speak up on their behalf and work to ensure that older people themselves can influence the way in which important public services are managed and delivered. I commend the Bill to the House.
