I am grateful to the noble Lord. Of course, as he suggests, the recommendations and advice given in the document that he has circulated are extremely acceptable, and anyone would recognise that. The big question is why parents per se are not given an opportunity to contribute to that decision because they know the names and qualifications of those involved. Why do they have to go through the governing body to do that, and why is it a matter only for the governing body to determine how far their views are taken into account?
