The hon. Gentleman will correct me if I am wrong, but it will take the courts many a long year to work out what ““lodging”” means. Does he accept that a range of issues relating to time limitation will be raised? [Interruption.] I hear the Cambridge law faculty agreeing. If ““lodging”” is the triggering factor, it seems to me that there will be plenty of work for those whom the hon. Gentleman knows well. I agree with the Minister that the hon. Gentleman’s new clause would be a fundamental change to the legal framework and principles of common law, with wider ramifications. Those are the main points about the first group of amendments. We will certainly support the Minister on new clause 13.
