I will not respond to that, but I want to ask the hon. Gentleman a question. Does he not accept that it is standard practice, not just in the public sector, but in the private sector, that when a complaint is brought against an organisation, the first stage should be an investigation carried out by the organisation itself? Is the hon. Gentleman suggesting that that does not happen in the private sector? If someone sought to escalate a case before such an investigation had happened, they would normally be told to take the matter back to the organisation for investigation and response.
