My hon. Friend’s excellent speech gives rise to two thoughts. First, does he agree that when one challenges police officers—local divisional inspectors in particular—about a charitable event such as the Hatherleigh carnival in my constituency, which was fixed with a bill last year, they are embarrassed about it?
