I will speak briefly to amendment No. 116, which stands in my name and in those of my hon. Friends. The purpose of the amendment is to ensure that when land is released or exchanged that is not done in such a way as to hamper the de minimis element of the Bill, a build-up of release or exchange could take place that could hamper the quality and the values that people put on a particular green or common. We have debated the issue in Committee. However, it is pertinent at this stage because there is an issue whereby the nature and character of land could be changed by consequent and subsequent exchanges or releases.
