My Lords, the point here is one made by the noble Lord, Lord Crickhowell: water flows from Wales to England. Obviously if there is pollution on the other side of the border, it will flow further into England, not back into Wales. The fears that have been expressed in this short debate are acknowledged and I have attempted to reassure those noble Lords who are concerned about this very important issue that what happens in the future—post devolution; an important point made by the noble Lord, Lord Roberts of Llandudno—will be the subject of discussion and consensus between the two authorities.
