My Lords, I reinforce what the noble Lord, Lord Livsey, has said. The noble Lord, Lord Rowlands, has raised an important point, both interrogatively, on the consequence of a statement by the Presiding Officer, and on what happens about amendments. I also raise a query as to whether the same provision about an amendment should extend to subsection (2) for someone who brings an amendment forward, so that there is an onus on them to make a similar statement. I raise that possibility, which I think is the logical consequence of what the noble Lord says. He has raised an extremely important point.
