My Lords, I am partially satisfied by what the Minister said, but only partially. I am trying to think how this would work in our own law—where there is no express provision to provide for retrospectivity. I am concerned about the implications such a change might have for third parties although the Minister has drawn my attention to other clauses in the Bill that he believes will satisfy that worry. I will go away and reflect on what he has said, and retain the option to bring this matter back on Third Reading. I beg leave to withdraw the amendment.
