My Lords, that was a very informative statement. It helped to clarify and define the big difference between Parts 3 and 4. In Part 3, we are not actually transferring primary powers to the Assembly. That is clear, because Parliament—Lords and Commons—will have the fundamental say on the Orders in Council. I am sure that the message will also come from Ministers that if orders brought before this House are ill defined and do not specify the principal purposes for which that competence has been sought, they will get a very rough ride. In the light of that, and because I accept that my amendment is defective, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
