My Lords, as the Minister expressed his final view on the role that words would play in Clause 93(7), I noticed the noble Lord, Lord Elystan-Morgan, nodding. I am sufficiently reassured by that signal from the Cross Benches to indicate to the Government that I shall be withdrawing this amendment and will not bring it back at Third Reading. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
