My Lords, I shall resist the temptation to respond to the noble Lord, Lord Elystan-Morgan, and conclude. My noble friend Lord Crickhowell described Part 3 as Machiavellian. Those words have been echoed by the noble Lord, Lord Richard, on the opposing Benches. I said earlier in the day that the formulation of Part 3 was ““serpentine””. It is certainly devolution by stealth. It is devolution in camouflage; it is devolution by sleight of hand. Above all, as my noble friend Lord Crickhowell, said, it is not honest devolution.
