My Lords, I am extremely sorry to have to interrupt the noble Lord again. We are at Report. Members are allowed to speak once, and not again, unless they wish to elicit a point of information from the person they are addressing their remarks to. While I am on my feet, may I say we have an enormous amount of work to do on this Bill. At the rate we are going we will be here until about three o’clock in the morning. We must try to stick to the rules of debate at Report, and move on as quickly as we can.
