My Lords, we discussed something along these lines in Committee. I was one of those who expressed anxiety that too many Assembly Members might be appointed Ministers. I refer to the situation in Scotland where, as I understand it, no limit was placed on the number of Members who could be Ministers. Therefore, there are approximately 22 Ministers in the Scottish Parliament. We are glad that in Clause 52 the Government have put a cap on the number of Ministers in the Welsh Assembly Government, and I, for one, hope that the cap remains there.
